The policy for UK advertisers
The Government Documents and Services policy restricts ads that promote obtaining or processing covered documents and services. In the UK this touches several well-established markets for intermediary services: criminal record checks, company formation, vehicle tax and off-road notifications, low-emission charges and name-change deeds. Only certified government providers, certified authorized providers and advertisers covered by a listed exclusion may run these ads.

Does the UK require Google Ads government certification?
There is no UK-wide rule. Google’s policy may require certification depending on the service you promote and who you are:
- Covered UK services (for example DBS checks, deed polls, SORN, VED, ULEZ, CRN or HMRC employer registration): certification as a government or authorized provider may be needed.
- License plate number services targeting the UK: Google lists the UK as a regional exclusion. You do not need to qualify as a government or authorized provider, but you still apply to be excluded from the policy.
- Services outside the categories: this policy does not apply.

UK-specific considerations
Plates are excluded, registration is not
Private plate dealers and number plate suppliers often also offer to “tax your car” or “make a SORN”. Under Google’s policy, only the license plate number category lists the UK as excluded. SORN and VED are named as examples of vehicle owner registration, which is covered.
Company formation agents
Formation agents commonly advertise “get your CRN” or “register as an employer”. Both are Google’s examples of business identifiers, and the UK is not an excluded region for that category. Formation services that promote obtaining these identifiers should expect the policy to apply.
DBS checks
The DBS check is Google’s UK example of a criminal background check. Umbrella bodies and other intermediaries should check whether an official government page links to their domain and explicitly references them for the specific check they promote; a commercial agreement alone is not valid evidence under the October 2026 update.
ULEZ and other charges
ULEZ payment services fall under public road access fees and passes. The UK is not listed as an exclusion for that category, unlike several other countries.

UK government providers
Central government departments, devolved administrations and local authorities can apply as government providers using their official domains (for example gov.uk services or a council’s own domain). Google says government providers skip advertiser verification as Step 2 and do not receive the “Not a government website” disclosure once certified.
Authorized non-government providers in the UK
To qualify as an authorized provider, a UK intermediary needs a link from an official, publicly accessible government website that explicitly references its domain as authorized for the specific service, must promote only that service from the domain, and must target only the authorized region. Registration at Companies House, an ICO registration or a trading license does not meet the domain-authorization criterion; Google lists business registry entries and licenses as invalid evidence.
Advertiser verification
Non-government applicants complete advertiser verification as Step 2, with details matching the certification application. Google publishes document requirements per country; check the version your account shows for the UK. Common issues are trading names that differ from the registered company name and registered office addresses that differ from the address in the payments profile.
Certification vs advertiser verification
A verified UK account is not certified. If you sell DBS checks and your account is verified, you still need certification for the ads. Read the comparison.

Our recommendations for UK pages (not Google rules): show that you are a private company and your company number, state your fee and the official fee separately, link to the GOV.UK or council page for the service, and avoid crowns, crests and wording such as “official DVLA service”.

- For plate services targeting the UK, prepare an exclusion application.

Frequently asked questions
Is a private plate dealer covered by the policy in the UK?
License plate numbers list the UK as a regional exclusion. A plate dealer targeting the UK does not need government or authorized-provider status for plate numbers, but Google still asks advertisers to apply to be excluded.
Are SORN and vehicle tax services excluded too?
No. Google names SORN and VED as examples of vehicle owner registration, which has no UK exclusion.
Can DBS umbrella bodies advertise DBS checks?
Only if they meet Google’s certification requirements, for example as authorized providers with an explicit reference and link on an official government website for that service.
