Canada matters in this policy in two directions. Travelers worldwide apply for Canada’s eTA, so eTA services are advertised far beyond Canada; and Canadian residents use Canadian road and vehicle services, two of which Google has excluded for Canada. Does Canada require Google Ads government certification?
No single answer applies to Canada. In summary:

Canada-specific considerations
eTA services
The Government of Canada’s eTA page describes itself as the official page to apply. Private eTA services sit squarely in a covered category and, after October 2026, need explicit authorization published on an official government website to qualify as authorized providers. Because the category is transnational, targeting can extend beyond Canada once authorized.
Road tolls and passes
Canada is one of eight regions Google lists as excluded for public road access fees and passes. Toll payment or pass services targeting Canada can apply for the exclusion instead of proving government authorization.
Plates but not registration
License plate numbers are excluded for Canada; vehicle owner registration is not. A provincial registration renewal service is therefore covered, while a plate service targeting Canada can use the exclusion.
NEXUS
NEXUS is a program many Canadians use. Google lists it among U.S.-based Trusted Traveler programs, covered “promoted in any country”; there is no Canadian exclusion for it.

Government providers in Canada
Federal, provincial and municipal bodies can apply as government providers using their official domains (for example canada.ca or a province’s domain). Crown corporations and agencies that operate services on behalf of a province should apply under the government body’s official domain where that is how the service is published.
Authorized non-government providers
An eTA or passport-photo-plus-application service in Canada qualifies as an authorized provider only if an official, public government website links to its domain and explicitly references it as authorized for that service, its domain promotes only that service, and its targeting matches the authorization (eTA, as a transnational category, is an exception to the targeting rule). Advertiser verification
Non-government applicants, including those applying for an exclusion, complete advertiser verification. Use the document list Google shows for Canada in your account, and keep your legal business name (including any provincial or federal incorporation name) consistent across documents and your payments profile.
Certification vs advertiser verification

We recommend that eTA and other travel-document pages show the official government fee and link to the official eTA page, separate any service fee, and avoid maple-leaf government branding or wording that suggests an official site. For toll and plate services using an exclusion, transparency still matters: Google’s other policies continue to apply.
