Google Ads Government Certification in the UAE (Dubai)

Being based in Dubai or elsewhere in the UAE does not by itself trigger Google Ads Government Certification. Google’s Government Documents and Services policy applies to ads that promote obtaining specific government documents or services, such as visas, identity cards or driving licences. What you need depends on that service, on whether you are the government provider, an explicitly authorized provider or neither, and on where you target. Google names no UAE examples or exclusions.

Google Ads Government Documents Policy in the UAE

Google’s policy restricts ads that promote the direct acquisition of covered government documents and services. Only certified government providers, certified authorized providers and advertisers covered by a listed exclusion may run them. The policy applies worldwide, so it applies to ads for UAE services and to UAE advertisers in exactly the same way as elsewhere.

Six factors are often mixed up. Only some of them decide whether the policy applies:

Does the UAE Require Google Ads Government Certification?

No, not as a country-wide rule. There is no rule that every UAE or Dubai advertiser must obtain Google Ads Government Certification. Certification becomes relevant when an ad promotes obtaining a document or service in one of Google’s covered categories:

  • Your ads promote a covered service (for example applying for a UAE visa or renewing an Emirates ID): the policy applies. You need certification as a government provider or authorized provider; otherwise these ads are not allowed. Because Google lists no UAE regional exclusion, the exclusion route is generally not available for UAE targeting.
  • Your ads promote something outside the covered categories (for example a restaurant, real estate or a software product): this policy does not apply, although other Google Ads policies and advertiser verification do.

Government Providers in the UAE

Google allows governments to run ads that promote the direct acquisition of their own documents and services: “Governments (federal, state, or local) may run ads that promote direct acquisition of government documents and services.” In the UAE this can include federal authorities such as the Federal Authority for Identity, Citizenship, Customs & Port Security (ICP) and emirate-level bodies such as the General Directorate of Identity and Foreigners Affairs in Dubai (GDRFA Dubai). They apply as government providers using their official domains.

Authorized Non-Government Providers in the UAE

A private company can advertise a covered service as an authorized provider only if Google’s three conditions are all met:

  1. “Your domain must be linked from an official, publicly accessible government website and explicitly referenced as authorized by the relevant government entity.”
  2. “Your domain must promote only the specific document or service corresponding to the government’s authorization(s).”
  3. “Your ads must exclusively target the geographic region(s) matching the government’s authorization” (not required for transnational categories such as electronic travel visas).

October 2026 policy update

Google’s update, posted 4 August 2026 and enforced from 5 October 2026, defines an authorized provider as an advertiser “given explicit permission by a government to provide a specific government document or service” and sets out the three conditions above. Requirements should be checked against Google’s current policy before making advertising decisions. Read Google’s update.

What does not count as authorization

  • A commercial contract alone may not be sufficient if the government website does not link to and explicitly reference your domain as authorized.
  • A trade or business licence allows you to do business; it does not by itself establish government authorization for a specific government service. See government website authorization vs business registration.
  • Registration in the UAE, whether on the mainland or in a free zone, does not make a company an authorized government-service provider for Google Ads.

Approved service centres

GDRFA Dubai’s website explains that investors can open “Amer Centers” offering GDRFA services “after meeting all required guidelines and approvals”. Our interpretation: such government approval is the kind of relationship Google looks for, but it does not replace Google’s conditions. The centre’s own domain must still be linked and explicitly referenced as authorized on an official government website, promote only the authorized services and target the matching region where that rule applies. Dubai Government Services and Google Ads

Dubai government services do not automatically require certification. What matters is whether an ad promotes obtaining a document or service in a covered category. Before advertising a government-related service in Dubai, check:

  • what exactly the service is, and whether it is a government document or service under Google’s policy;
  • whether you are the government provider;
  • if not, whether you are explicitly authorized, and whether the authorization covers the advertised service;
  • whether your geographic targeting matches the authorization (where that rule applies);
  • whether advertiser verification has been requested for your account.

Business setup is a large market in Dubai. A consultancy that offers to obtain a company registration number on a client’s behalf may be promoting a covered business identifier service. UAE Visa, Immigration and Travel Services

Visa and travel services are where most UAE advertisers meet this policy. Not every visa-related advertiser needs government certification, so it helps to separate three kinds of offer:

  • Applying for a visa or entry permit on the user’s behalf, or charging to submit an application: this promotes a covered service (“applying for a travel authorization including tourism visas or student visas”). Certification as a government or authorized provider is needed.
  • Travel products such as flights, hotels or tours, without offering to obtain the visa: the government documents policy does not cover these products themselves.
  • Information or professional advice, for example a guide to visa types: Google’s policy targets the direct acquisition of documents and services. Our interpretation: advice that does not offer to obtain the document is treated differently, but ads that offer to “get” or “process” a visa usually fall within the category.

Electronic travel visas and authorizations are transnational in Google’s policy: an authorized provider of UAE visas does not have to limit targeting to the UAE, because applicants are usually abroad. Authorization is still required.

The ICP directs customers to obtain its services “solely through official and authorised channels” and warns against counterfeit websites. Google’s requirement that authorization be published on an official government website addresses the same risk. This page is not legal or immigration advice.

Google Ads Advertiser Verification in the UAE

Advertiser verification is a separate process from government certification. Google asks every advertiser selected for verification about its organization, its business operations and who pays for the ads:

  • Organizations provide a D-U-N-S number or submit organization documents, and confirm their affiliation with the organization.
  • Individuals submit personal information and a government-issued photo ID.
  • Agencies verify themselves and provide their clients’ information.

Google requires that “the name and location on the payments profile must exactly match your name and location on any documents that you submit.” For UAE companies, check that the legal name in English and in Arabic, any trade name and the emirate in your address are consistent across the payments profile and your documents. Google also rejects submissions where business relationships or “who is providing the products or services” are unclear, which matters for resellers and agencies.

Common Google Ads Government Policy Issues for UAE Advertisers

These are practical compliance considerations we see in Google’s criteria. They are not official UAE-specific disapproval reasons.

  • Unclear advertiser identity, for example a trade name on the website that differs from the licensed company name.
  • An unclear relationship with a government entity, or none stated at all.
  • Claiming or implying government affiliation without authorization, for example through emblems, logos or “official” wording.
  • Insufficient evidence of authorization, such as a contract without a reference on the government website.
  • A landing page that does not clearly explain the service and the fees charged in addition to government fees.
  • A mismatch between the advertised services and the services covered by the authorization.
  • Targeting regions outside the authorization, where the targeting rule applies.
  • Incomplete advertiser verification.
  • Misleading government-related wording in ads or domain names.
  • Missing business and service disclosures.
