Google Ads Government Certification in Brazil
Quick answer
Google’s policy lists Brazil as a regional exclusion for two categories: criminal background checks, and public road access fees and passes. Google does not name any Brazilian document as an example. Services targeting Brazil in other covered categories, such as identity numbers, business identifiers, driver licenses, vehicle registration or passports, follow the general rules.

The policy for advertisers in Brazil
Brazil shares both of its exclusions with Colombia. For criminal record certificates and road tolls or passes, advertisers targeting Brazil can take the exclusion route. For identity numbers, company registration numbers or vehicle documents, there is no Brazilian exception.
Does Brazil require Google Ads government certification?
No country-wide rule applies. Depending on the service:
- Criminal record certificate services targeting Brazil: regional exclusion; apply to be excluded.
- Toll, transport fee or road pass services targeting Brazil: regional exclusion; apply to be excluded.
- Other covered services: certification may be required depending on the advertiser type.

Brazil-specific considerations
Business identifiers are covered
Brazil is not among the excluded regions for business identifiers (those are Colombia, France, India and Peru). Services that promote obtaining company registration numbers for Brazil are in scope.
Background-check services
Services offering criminal record certificates or background checks targeting Brazil can apply for the exclusion. If the same platform also offers identity-number or business-registration services, those remain covered.
Vehicle services
Tolls and road passes are excluded; vehicle owner registration, license plates and driver licenses are not.
Government providers in Brazil
Federal, state and municipal bodies can apply as government providers using their official domains (typically gov.br).
Authorized non-government providers
For covered services, Brazilian intermediaries need a link and explicit authorization reference on an official, public government website for the specific service, a domain limited to that service and matching targeting. A company registration number is a registry entry and does not count as authorization.
Advertiser verification
Use the document list Google shows for Brazil in your account. Keep the legal company name (razão social) consistent with the payments profile; a trade name (nome fantasia) on its own can cause a mismatch.
Certification vs advertiser verification
Landing page considerations
We recommend clear company identification, transparent fees, links to the official service and no government emblems, including on excluded services.
Common problems
- Assuming business registration services are excluded in Brazil.
- Not applying for the exclusions.
- Trade-name vs legal-name mismatches in verification.
Practical preparation checklist
- Separate background-check and toll services from other services.
- Apply for the matching regional exclusions.
- For covered services, check authorization.
- Prepare verification documents.
